How to fix a multiple white dot problem?

I brought the RAW (always shoot RAW) into PSE RAW and maxed out highlights and white. Resulted in very little reduction of the white spots

Maybe not with the RAW image but I took your jpg and maxed out the highlights using ACR and the white spots were very much reduced to the point where they were no longer a distraction.

I don't know? Maybe it is me, or PSE18's ACR, but I couldn't get rid of the white dot distraction even working on the jpg of the RAW in ACR?
